President Bush has announced his intention to nominate a superbly qualified and respected leader in Rear Admiral Jay M. Cohen to be Under Secretary for Science and Technology at the Department of Homeland Security.  Rear Admiral Cohen, a native of New York, is a 35-year veteran of the United States Navy.  He most recently served as the 20th Chief of Naval Research, commanding the Office of Naval Research and managing science and technology programs for the Navy and Marine Corps.  

Rear Admiral Cohen is a graduate of the United States Naval Academy and holds advanced degrees from the Massachusetts Institute of Technology and Woods Hole Oceanographic Institution.  He held two commands for the USS Hyman G. Rickover and the USS L.Y. Spear, and he has been decorated with various awards, including the Defense Superior Service Medal, multiple awards of the Legion of Merit and the Meritorious Service Medal.  

If confirmed, Rear Admiral Cohen will bring critical leadership to this important directorate and vast scientific expertise to the entire department.
