Secretary Ridge appoints Thomas J. Lockwood as the Director of the Office of National Capital Region Coordination

Today Secretary of Homeland Security Tom Ridge appointed Thomas J. Lockwood as the Director of the Office of National Capital Region Coordination.  Mr. Lockwood has served as the Homeland Security Advisor to Maryland Governor Robert L. Ehrlich, Jr. from January 2003 through July 2003 and as the Deputy Director of the Governor's Office of Homeland Security since July 2003.  In this capacity, he has been responsible for coordinating homeland security policies and issues across state government departments, agencies, and offices as well as with federal, local government, and states in the National Capital Region.  

"Coordinating the prevention, preparedness and response capabilities of the National Capital Region is crucial to our mission of protecting the homeland," said Secretary Ridge.  "Tom Lockwood is a proven leader and I am confident that he will continue the progress we've made to increase preparedness and protection in the National Capital Region."

 As Maryland's Homeland Security Advisor and a key member of the Governor's homeland security team, Mr. Lockwood has shown leadership in coordinating integrated capability assessment, development, and response; managing the state's $340 million homeland security portfolio; and supporting data and communication interoperability initiatives.  He has represented Governor Ehrlich and the state of Maryland on numerous preparedness councils, including the National Capital Region Senior Policy Group; the National Emergency Management Association's Homeland Security Committee; the National Infrastructure Advisory Council (NIAC); and the Metropolitan Washington Council of Government's National Capital Region Emergency Preparedness Council, among others.

Previously, Mr. Lockwood has served in multiple management positions in the Navy's Virginia Nuclear Submarine Program.  He also served as project manager and engineer on numerous efforts in the private sector including efforts in the food, chemical, and pharmaceutical process industries as well as an operating engineer in the maritime industry.  Mr. Lockwood has degrees from Maine Maritime Academy and the University of Maryland, and is a graduate of the Defense Systems Management College, the National Defense University, and the Harvard Graduate School of Business.
